League of Legends Patch 14.11 Notes

Patch 14.11 for League of Legends introduces significant updates and improvements to the game. Among these changes are the return of the Blue Essence Emporium, the introduction of a new server, and the implementation of a feature that allows players to report Riot IDs during champion selection.

Additionally, this patch includes measures aimed at discouraging lane swaps to maintain fair gameplay. The update also sees the activation of the Fist Bump system in Arena mode, enhancing user interaction and experience. These changes reflect ongoing efforts to refine and balance the game for its community.

Fist Bumps in Arena!

Players can now express their camaraderie in the Arena mode with a new feature that allows them to fist bump their duo partner. To initiate a fist bump, the keybind is set to [U] by default.

Out-of-Game Changes

Several notable changes have been made out of the game, significantly improving the player experience.

Blue Essence Emporium

The Blue Essence Emporium makes its return, providing players with the opportunity to spend their accumulated Blue Essence. The event runs from May 30 at 6:00 PM UTC until June 19 at 6:00 PM UTC.

Report Offensive Riot IDs

The reporting system has been updated to allow players to report inappropriate Riot IDs directly in champion select and the end-of-game lobby. In champion select, simply click the report button next to a player's portrait and choose „Inappropriate Name“.

Ranked Restriction Updates

Major changes in ranked restrictions are introduced. Players outside the Chinese and Korean servers who are in Grandmaster or above cannot duo queue. Conversely, Master+ players in the Chinese and Korean servers face similar restrictions.

New Server: Middle East

A new server is launching in the Middle East, ahead of the Esports World Cup in Riyadh. This server will go live on June 25, 2024, with a server transfer window for eligible players running until September 2, 2024, costing 1 Blue Essence.

Systems Changes in LoL patch 14.11

Several significant adjustments have been made to the game systems to enhance overall gameplay balance.

Damage Reduction in Early Game

The damage reduction for the first five minutes of the game has been increased from 50% to 75%, aiming to reduce early game aggression.

First Turret Gold

The gold reward for destroying the first turret has been doubled from 150 to 300 gold, providing an additional incentive for early objective control.

Champion Changes in LoL patch 14.11

Detailed adjustments have been made to various champions to balance their performance and impact in the game.

Attack Speed and Damage Adjustments

  • The attack speed growth of champions has been adjusted from .568 to .594.
  • The headshot damage scaling has been decreased from (40/85/130/175/220) (+40/50/60/70/80% bonus AD) to (40/85/130/175/220) (+40% bonus AD).
  • The physical damage dealt has been adjusted from (300/500/700) (+170% bonus AD) to (300/500/700) (+150% bonus AD).
  • Move speed modifiers have been altered from (30/35/40/45/50%) to (25/30/35/40/45%).
  • On-hit damage has been altered from (10/30/40) (+4/6/8% current HP) to (5/10/15) (+4/6/8% current HP).

Ability Damage Adjustments

  • Spell damage has been modified from (70/110/150/190/230) to (70/115/160/205/250).
  • The bonus AD ratio has been increased from 200% to 250%.
  • Another skill's bonus AD ratio scaling has been increased from 70% to 80%.

Draven Adjustments

  • Passive Adoration is now reduced by 50% on death, down from 75%.
  • Draven's bonus gold per kill has been increased from a scaling of (10 + 2 per Adoration) to (25 + 2 per Adoration).
  • Draven's base health has seen an improvement, increasing from 600 to 630.
  • Armor growth has been improved from 4.2 to 4.7, and attack damage growth has moved from 3 to 3.2.

Specific Skill Rebalances

  • Other specific ratios and damage formulas have been tweaked, adjusting percentages and base values to fine-tune champion outputs. Several adjustments to mana costs, durability, attack speed growth, and specific champion skill stats such as health growth and shield strength reflect ongoing balance efforts:
    • Physical Damage attributes have been tweaked to (5 / 45 / 85 / 125 / 165) (+125% AD).
    • Manacost has been decreased across various skills as exemplified by reductions such as (28 / 26 / 24 / 22 / 20) being streamlined to 20 for consistency and efficiency in resource management.

Ornn and Masterwork Upgrades

  • Ornn's ability to upgrade items has been expanded. All Legendary items, with few exceptions like Mejai's Soulstealer and Archangel's Staff, can now be upgraded to Masterwork items. These upgraded items will gain extra stats based on the original item's attributes.

Visual and Gameplay Feedback

  • Specific champions‘ skills now provide more visual feedback, such as a newly added visual effect when certain buffs are active. Adjustments to charged and uncharged damage outputs ensure more dynamic and visually clear gameplay experiences.

New Additions to Pantheon

  • Pantheon has received an additional VFX element to signify active buffs. This, along with the enhanced bonus AP of spear hits, aims to clarify the champion's abilities and enhance in-game insight for players.

Notable Item Adjustments

Changes to items complement the champion rebalances to ensure coherent gameplay experiences.

Burn Damage and Passive Adjustments

  • Burn Damage: Adjusted from 60 (+12% AP) to 45 (+9% AP) to balance out the calculated overperforming aspects.
  • Shield Amount: Enhanced from a range of 320-530 (based on level) to 320-720 (based on level), emphasizing significant, scaleable, late-game durability effects.

Total Gold Cost and Build Paths

  • Item build pathways have been optimized for efficiency. For instance, total gold cost reductions ensure items are accessible at a strategically-relevant point in match progression. Example adjustments show total gold cost dropping from 3200 to 3100, ensuring mid-to-late game balance efficacy.

New VFX Implementation

  • Dragon-related skills now ramp damage more dynamically based on critical strike chances. Scorcher Breath, for instance, reflects critical attributes scaling across old metrics to new, max AP-enhanced values, ensuring critical build clarity.

Through these deliberate, data-backed changes, patch 14.11 aims to foster balanced, engaging gameplay while providing new opportunities for players to strategize and enjoy League of Legends.
